About the opportunity

Primary Purpose of the Position

The Dargo Bush Nursing Centre needs specialist volunteer grant writing support to strengthen and resubmit a $5.5 million RHIF application for a new multipurpose health facility, addressing ageing infrastructure and meeting the needs of both local residents and thousands of seasonal visitors.

The tasks and deliverables of this Assignment are:

• Review previous RHIF applications, cost plans, and feedback to identify strengths, gaps, and opportunities to strengthen the case.

• Work with ABV program staff and Dargo Bush Nursing Centre to clarify the project narrative, including regional health needs, visitor demand, emergency response, and long-term resilience outcomes.

• Draft, refine, and quality assure the RHIF application (EOI and, if invited, full application), ensuring clear alignment with current RHIF guidelines, assessment criteria, and Victorian regional health infrastructure priorities.

• Integrate evidence and data (e.g. visitor numbers, service usage, demographic trends) and articulate benefits for residents, visitors, and regional health systems, including disaster and surge capacity.

• Advise on supporting documentation (e.g. letters of support, risk management, implementation readiness, governance arrangements, and linkage to complementary investments, such as water infrastructure upgrades).

• Provide practical guidance on timelines, internal review processes, and internal responsibilities to support an on-time, high quality submission.

Selection Criteria:

Essential:

• Demonstrated experience in drafting and winning competitive capital or infrastructure grants, preferably in health, community, or regional development contexts.

• Strong understanding of Australian government grant processes, assessment criteria, and evidence requirements, ideally including experience with state health infrastructure or similar funds.

• Proven ability to synthesise technical information (e.g. cost plans, design reports, service models) into clear, persuasive narratives for non-technical decisionmakers.

• High-level written communication skills, including the ability to align responses tightly to guidelines and selection criteria within strict word and format limits.

• Experience working collaboratively with community-based organisations or small services to clarify objectives, gather data, and meet deadlines.

Desirable:

• Experience with Victorian health, primary care, or bush nursing / rural health services.

• Familiarity with resilience, disaster recovery, or emergency management concepts in regional communities.

• Prior involvement in projects that integrate capital works, service expansion, and community resilience outcomes.

Role information:
