About the opportunity

Primary Purpose of the Position

This assignment seeks funding to conduct a feasibility study for developing an off-river water storage facility for irrigation. The project aims to support local farmers in maintaining productivity during droughts, mitigating the impact of severe weather events, and sustaining local supply chains. By improving the availability and reliability of irrigation water, the initiative will enhance the district’s resilience to environmental shocks and strengthen its capacity to adapt to future climate and extreme weather risks. The volunteer will research, draft, and prepare funding submissions in collaboration with local stakeholders to position the project for long-term regional sustainability and disaster preparedness.

The tasks and deliverables of this Assignment are:

• Work directly with the farmers and Future of Orbost and District to understand the project scope, objectives, and technical requirements.

• Prepare a clear, compelling Expression of Interest for submission to the Community Development Fund for the proposed feasibility study.

• Develop a draft full application in readiness, should the EOI be successful.

• Ensure the application clearly demonstrates regulatory alignment for off-river storage infrastructure (noting initial advice that concept is regulator-approved).

• Assist in gathering and structuring supporting evidence and data from the farmer, stakeholders, and relevant agencies to strengthen the application.

• Provide advice on farming project benefits, including economic, environmental, and community impacts.

• Identify and mitigate application risks through clear documentation and compliance checks.

• Maintain strict confidentiality regarding the farmer’s identity and proprietary project details.

Selection Criteria:

Essential

• Technical knowledge of irrigation and water management within the agriculture context

• Experience with business proposal writing and grant applications

• Strong communication skills to convey technical information in plain language and to work with stakeholders

Desirable

• Knowledge of the Community Development Fund’s requirements and assessment processes.

• Experience working in rural or regional development contexts.

  • 5 years professional experience in the relevant field
  • Australian citizen or Australian permanent resident residing in Australia. Australian Citizens residing overseas may be considered on a case-by-case basis.
