The Compliance & Training Officer (CTO) supports the Managing Director in order to ensure that IndoAustay meets is non-financial compliance requirements in the context of IndoAustay’s board of directors providing governance and strategic oversight for IndoAustay’s programme, a part of which involves responsibility for regulatory compliance and risk management.

Because, with the exception of its adult immersion course, all of IndoAustay’s other activities are directed to the benefit of school children, mainly in the age group of 15 and 16 years, the significance of duty of care (with which teachers are well acquainted) is paramount, since from a regulatory point of view, an exchange organization is an extension of the school and its officers accept much of the responsibility of the teacher of the students vis-à-vis the students’ parents.

Much of this regulation is expressed through the VRQA which imposes minimum guidelines that, among other matters, attach cardinal importance to child safety and the types of conduct that are reportable in the event of suspected or known impairment of that safety. The CTO is the key interlocutor with the VRQA in such matters. This includes liaising with VRQA on incoming (Indonesian) and outgoing (Australian) student numbers to demonstrate numerical reciprocity in our programme. The CTO should also attend VRQA’s information sessions that occur from time to time, or deputize someone in IndoAustay for the purpose when s/he cannot.

Essential Tasks 

  1. The CTO supports the Managing Director and the board of directors by supplying them with updates on his or her monitoring of compliance and risk management, including regulatory communications.
  2. As part of managing regulatory relationships, s/he will engage with VRQA, by attending its information sessions, completing reports to it and otherwise will ensure IndoAustay’s policies. procedures and protocols comply with our regulatory obligations.
  3. S/he will ensure critical documents are kept up to date, not least risk assessment plans, emergency management plans, child safety policies and training manuals
  4. The CTO will monitor with the Northbound and Southbound exchange managers and the secondary school student immersion course supervisor their maintaining up to date of orientation and hosting handbooks.
  5. On an annual basis. The CTO will brief IndoAustay volunteers on key policies and procedures, for which purpose s/he must update the Volunteer Training Manual, and otherwise ensure volunteers are upholding standard set out in procedural documents.
  6. As a once-off project, the CTO should carry out and/or enlist assistance for the merger of our draft child safety policy and new reportable conduct rules and guidelines with our pre-existing draft protocol on harassment.
